Patch 7.2.310
Problem:    When a filetype plugin in ~/.vim/ftdetect uses ":setfiletype" and
	    the file starts with a "# comment" it gets "conf" filetype.
Solution:   Check for "conf" filetype after using ftdetect plugins.
Files:	    runtime/filetype.vim
