jsdelivr is another free CDN service for open source projects.
The main motivation for this change is that it is the only one that works fairly
well across the globe. The Google CDN service is known to be hardly
accessible in mainland China, unfortunately.

Instead of calling check_sid() from every single PHP script representing
a web page, add the call to aur.inc.php which is sourced by all of them.
Also, remove set_lang() calls from the scripts since these are also
already included in aur.inc.php.

Add the typeahead implementation we already use for the package search
to the merge target text field. Instead of suggesting packages, suggest
package base names.

Add a new function has_credential() that checks whether the currently
logged in user is allowed to perform a given action. Moving all
permission handling to this central place makes adding new user groups
and adjusting permissions much more convenient.

This adds a new "Merge" category to the list of available request types
and also adds a new "Merge into" field that is hidden via JavaScript
when "Deletion" or "Orphan" is selected.

Package actions now operate on package bases instead of packages. Move
all actions to the correct locations.
This also fixes some issues with comment notifications.

Package actions now have a separate box on the package details page. Add
a package merge link in that box.
Link leads to a new page (pkgmerge.php) that can be used to confirm package
merging. A separate page with confirmation is used to avoid CSRFs.
