It doesn't make sense to do a load->database() call but not connect to the database. IIRC there was more stuff in CI_DB_driver::initialize() at some point, so that was probably the reason why the setting existed in the first place. This behavior doesn't appear to be used at all. This fixes HHVM compatibility: HHVM optimizes class_exists() to a dedicated bytecode - as it's not a function call, it doesn't show up in the backtrace. 100% of the tests pass with this change.
