+Takes a string as input and converts the following reserved XML
+characters to entities:

+- Ampersands: &
+- Less then and greater than characters: < >
+- Single and double quotes: ' "
+- Dashes: -

+This function ignores ampersands if they are part of existing character
+entities. Example
