config parsing: include file and line number in more errors
Before:
$ pacman -Si pacman
error: invalid value for 'SigLevel' : 'FooValue'
After:
$ ./src/pacman/pacman -Si pacman
error: config file /etc/pacman.conf, line 88: invalid value for 'SigLevel' : 'FooValue'
