Keyboard: Vinta (#4283)
* added initial config files for vinta
* added readme
* changed product id and device ver
* fixed keymap illustration
* updated rules.mk to enable more commands
* removed a bunch of pre-code text; changed some grammar woopsies
* removed bootmagic lite
* updated developer's note
* updated readme.md
