Bug 170213 - make static HTML files into page.cgi pages. This does votehelp.html (-> id=voting.html), bug_status.html (-> id=fields.html) and bugwritinghelp.html (-> id=bug-writing.html). Patch by gerv; r=kiko, a=justdave.
